New Era for HMSP Holders

Today FMCSA’s new standard for retaining Hazardous Materials Safety Program (HMSP) permits goes into effect.  Instead of being at the mercy of out-of-service performance ratios once every two years on the expiration date of the permit, holder performance will now be evaluated monthly based on the previous two-months BASIC safety management system (SMS) scores.  Holders that do not perform below the intervention thresholds listed below will be scheduled for a compliance review (CR) to determine if they are still qualify for a satisfactory fitness rating:
• 60th percentile for Unsafe Driving, Hours of Service Compliance, and Crash Indicator;
• 75th percentile for Driver Fitness, Controlled Substances/Alcohol, and Vehicle Maintenance; and
• 80th percentile for Hazardous Material Compliance.
Additionally, FMCSA will also schedule CRs for any HMSP holder that has insufficient data to calculate SMS scores during the previous four years.
