FY 2015 "Cromnibus" is Enacted with IME Supported Policy Riders

Congress avoided a government shutdown by enacting HR 83, legislation that will provide about $1 trillion in discretionary appropriations through September 30, 2015 for all federal departments and agencies, including $52 million for PHMSA’s hazardous materials safety program, and $1.2 billion for ATF, except DHS.  DHS will be funded at current levels until February 27, 2015.  The final votes, 219 - 206 in the House and 56-40 in the Senate, had bipartisan support.  The legislation also includes two policy riders the IME worked hard to support, which remedy HMSP disqualification and a suspension of so-called HOS “restart” provisions.  The HMSP rider will expire at the end of the fiscal year.  The HOS rider will expire the later of the end of the fiscal year or the finalization of a study on the safety aspects of the provision.  Both riders are directed at FMCSA.
