The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has updated the so-called “Orange Book”; ATF P 5400.7, Federal Explosives Law and Regulations, online. The revisions include changes stemming from the Safe Explosives Act, updated Questions and Answers, and new rulings.  In early 2008, ATF will mail printed copies to all Federal explosives licensees and permittees and will have additional printed copies available from the ATF Distribution Center
