Natural Resources Canada's Explosives Regulatory Division has listed IMESAFR as a potential risk-based alternative to quantity/distance (Q/D) standards in a recent amendment to their Q/D Principles Manual.  Although Q/D tables are still the primary method for siting, risk-based methods and IMESAFR specifically, can be used by an inspector to approve a site.  See http://www.nrcan.gc.ca/mms/explosif/pdf/dl60_e.pdf.
