HMTA Reauthorization Proposals

IME submitted a statement for the record on the House Subcommittee on Railroads, Pipelines, and Hazardous Materials’  hearing, “Examining Issues for Hazardous Materials Reauthorization.”  IME supports reform of the Hazardous Materials Safety Permit program, more collaboration with stakeholders on research initiatives, and more opportunity to leverage training resources.  IME opposes user fees for special permits and approvals.  IME believes that the agency can effect savings in this account by streamlining the bloated processing scheme used to approve applications.  Additionally, the agency’s workload should decrease as proven special permits are incorporated into the HMR.
