MSHA Withdraws Plans to Issue ANPRM on Explosives Regulations

On Dec. 7, 2009, the Mine Safety and Health Administration (MSHA) withdrew its plans to issue an advanced notice of proposed rulemaking on their outdated explosives regulations.
The action leaves in place MSHA’s problematic explosives regulations unchanged for the foreseeable future.  IME will try to obtain a copy of MSHA’s Section 610 Review which should provide insight on why the agency decided to make no changes.
